Farm Bureau supports Sen. Daytonís dairy bill
The Minnesota Farm Bureau Federation and American Farm Bureau Federation strongly support S. 847, a bill sponsored by Sen. Mark Dayton that would establish two new tariff-rate quotas (TRQs) for imports of milk protein concentrate (MPC) that are currently circumventing the nonfat dry milk TRQ.
ěSeveral foreign dairy export-ers are violating the spirit of our trade agreement in purposefully adjusting the protein content of non-fat dry milk in order to dump an unlimited amount of MPCs into the American market at very low duties thus driving down profits of Minnesota dairy producers,î said MFBF President Al Christopherson.
According to a Government Accounting Office (GAO) study, imports of MPC with 40 percent and greater complete milk protein have surged by more than 600 percent in the last six years, and have doubled between 1998 and 1999 alone. Imports of MPC reached 805 metric tons in 1990 and 44,878 metric tons in 1999.
Farm Bureau testified before the House Agriculture Subcom-mittee on Livestock in support of companion legislation (H.R. 1786) co-sponsored by Rep. Gil Gutknecht. During testimony Farm Bureau also voiced support for continuing the $9.90/cwt dairy price support and Rep. Collin Petersonís Animal Health Protection Act which would consolidate, modernize and clarify animal health laws.
