Andover man arrested for kidnappingThe Chisago County Sheriff's Office reported the arrest of an Andover man on charges that he kidnapped his wife, held her hostage and threatened her life. Lt. Doug Sampson filed a complaint against James Steven Payne Sr., 50, of 140th Lane NW in Andover, and charged the man with kidnapping, assault and terroristic threats. James Payne was arraigned Wednesday morning, according to Lt. Sampson. If found guilty, Payne could face up to 20 years in jail on the kidnapping charge, up to seven years on the assault charge and up to five years on the terroristic threats charge. According to the complaint document, Officer Todd Frank of the North Branch Police Department was on routine patrol in Harris eastbound on Coutny Road 10, nearing County Road 30, at about 2:50 p.m. Saturday, March 30. Officer Frank noticed a car stopped at the intersection ahead of his cruiser and saw a woman, later identified as Jane Payne, jump out of the carand run toward the cruiser. Officer Frank reported that the woman was screaming "Help Me," and that she was in an "obviously panicked state," the report said. The male passenger, identified as James Payne, exited the car with a black handgun, later found to be a loaded .22-caliber handgun. Officer Frank exited his squad car, drew his own weapon and ordered Payne to drop the gun. Eventually, Payne dropped his weapon into the car's passenger compartment and laid on the ground, according to the report. Discussions with police revealed that Jane Payne and her husband had been in a fight and that he had convinced her to go for a ride with him. She told police that James Payne told her where to drive and that he tried to get her to drive to desolate areas in Ham Lake and Andover, but that she had refused. At one point, Jane Payne told police, she told her husband that she wanted to get out and that he had pulled out the handgun and told her he would kill her, go home and kill her oldest son and then kill himself if she did not do as he said, the report stated. ©ECM Post Review |
