North Branch City Council
approves $2.8 million bond sale

The North Branch City Council Monday night approved the sale of $2.8 million in bonds through Morgan Stanley - Dean Witter.
The council briefly discussed the sale, necessary because of extensive work on the cityís roads and sewer system and other public improvements.
According to the adopted council resolution, $540,000 in principal will fund various improvement projects, $785,000 will help pay off street improvement projects and $1.435 million will go to help upgrade and rebuild the cityís water, sanitary sewer and storm sewer utilities.
Also at the meeting, the council appointed the election judges for the coming primary and election.
North Precinct judges are Nan Hult, Cindy Andersen, Lynn Wilson, Jane Erickson, MaryLou McKusick, Ilene Else, Sandra Boerner, Marilyn Heinzel, Barb Egelkraut, Anita Roscoe, Verna Hoppe and Terese Wigand.
South Precinct judges are Jean Fairbanks, Doylene Voligny, Virginia Shafer, Charles Heinzel, Corrine Landro, Eileen Fisk, Laura Williamson, Dianne Klund, MaryAnn Lehman, Karen Stutelberg, Erma Parsons and Patty Melby.
Phyllis Ries was originally slated to work as a South Precinct judge, but city clerk Bridgitte Konrad told the council she was removed from contention because she is related to Sen. Twyla Ring, whose name will appear on ballots.
The judges will be paid $7.25 per hour.
The 2002 primary and general elections will be held at the same locations for each precinct. North Precinct voters will cast their ballots at City Hall, 6408 Elm Street; while South Precinct voters will go to the Chisago County Senior Center, 38790 6th Have.
Also in the meeting, the council received a copy of an inspection by the Minnesota Pollution Control Agency of the cityís wastewater treatment facility.
The inspection resulted in a commendation from Jeff Smith, regional environment manager for the metropolitan district of MPCA.
Smithís report of the inspection, held June 27, showed that ìthe facility appears to be well operated and maintained.î
