Temporary transfers become permanent
By MaryHelen Swanson Trying to wrap up the books for the end of the year, Chisago County Auditor Dennis Freed appeared at the Dec. 30 board meeting to get approval on fund transfers. The biggest issue in fund transfers came from action to change temporary transfers in the amount of $1.6 million, that had previously been made from the countyís general fund to the countyís road and bridge fund, to permanent transfers. The transfers had been approved as follows: $700,000 on Dec. 27, 2000, $500,000 on April 25, 2001 and $400,000 on Dec. 26, 2001. Freed said if the transfers were truly permanent thatís how they needed to show up on county books. He said it was calling a spade a spade, because unless there were cutbacks in road projects, there would be no way to pay these temporary transfers back to their original fund. The board moved 4-1 to make the transfers permanent. Commissioner Ben Montzka was opposed, he made a motion to delay action until the second meeting in January. There was no second to his motion. Commissioner Tom Delaney said the blame for needing the extra funds was not to lay on county engineer Mic Dahlberg. Delaney reminded everyone that the board pushed Dahlberg to do the road projects. Other fund transfer business included: A temporary transfer of $80,000 was approved from the Lake Improvement maintenance fund to the Lake Improvement bonds fund to cover a deficit until tax receipts are collected. Permanent transfers were approved for the following: From the solid waste fund to revenue fund in the amount of $23,000 to cover solid waste services to environmental services and auditor for 2002; From contingency fund to employee recognition fund in the amount of $3,000 to cover a deficit ; From Emergency-911 fund to revenue fund in the amount of $103,700 to cover payroll costs for E-911 purposes; From road and bridge fund to nursing home fund, a return of the temporary transfer adopted Feb. 28, 2001 in the amount of $400,000í and; From revenue to welfare, transfer of $17,000 for amount budgeted for The Refuge.
