RC council approves fireworks, OKs street closing

By John Behling
Two additions were made to the Rush City Council meeting agenda, June 23. The first was to approve a fireworks display to take place on July 5. The second was to approve a part-time bar tender.
The council carried a motion to approve city bills and claims totaling $34,222.62.
The council discussed a Sunday liquor permit for Mike Murphy. Murphy hopes for a license enabling him to selling alcohol at the Brookside Golf Course, starting at 10 a.m. The council will discuss this matter further.
A motion carried to grant the Sacred Heart Catholic Church permission to close Field Avenue between 4th and 5th streets from 11 a.m. to 3 p.m. for a Sunday festival. The city requires that the church provides proper signage.
Linda Coleman, Roger Jeans, Brian Long and Russell Coleman spoke during the public comment section of the meeting. They expressed concerns about the completion of the road in the Brookside housing development.
Russell Coleman wanted the city to force a completion date for owner Mike Murphy to build the road. The council explained that it cannot force a private party to complete a private road, but assured the public that after the property closes, $110,000 will be escrowed from the buyer (Mike Murphy) to be used only for completion of the road.
The closing is set for July 7. Pending on a successful closing, road construction will begin July 15.
A motion carried to grant permission to Northern Lighters for a fireworks display, provided they secure the proper insurance.
The council granted 3.2 beer and club liquor licenses to the VFW, Eagles, J.C.ís and Heatco softball team.
The 1997A refunding bond proposal carried. The proposal outlines a plan to borrow $220,000 in new bonds to repay $565,000 in bonds taken out for the Jay Addition. The addition was bonded to sell at a rate of four lots per year. All lots sold in the first year and a half. The deficit comes because the lots were sold under cost. The 10 year replacement bond issue will save the city $148,482.
The council approved hiring a part-time bar tender.
