Stacy looking for unlicensed dogs

Dog owners in Stacy should know the city council is serious about keeping family pets and residents safe by enforcing the cityís dog licensing law.
At the councilís May 13 meeting, council member Katie Davidson presented an idea to mail postcards to every homeowner calling for licensing of dogs.
Homeowners would have until June 15 to register their dogs with the city or face a fine.
The time until then is considered a grace period and all dog licenses can be brought up to date until then with no penalty.
The effort is to make sure all dogs within the city limits that are owned by residents have been vaccinated for rabies, Davidson said.
The new license fees would be $10 for a neutered or spayed dog and $14 for a dog that is not fixed. The fee schedule is expected to go into effect May 27 when the council is expected to vote on the effort.
City Clerk Sharon Payne said 45 dogs were registered in the city last May. So far this year, she has had only 5 register.
Also at the May 13 meeting, the council received an extensive update from maintenance manager Tom Archibald.
Archibald said that a state Department of Health representative inspected the cityís water system and gave it an approved rating.
The representative, Bob Smooty, told Archibald the city should prepare a map showing the underground water lines within the city and suggested that the city find more water storage space.
The city has been trying to work out a plan to finance a new water tower and upgrade the water distribution system.
Archibald also told the council that people have been taking advantage of the cityís burn pile. The pile is now cluttered with items other than wood and lawn clippings. Treated lumber, carpeting and plastic were found dumped on the pile.
The council asked Archibald to come up with some restricted access plan and hours that the pile will be available to the public so dumping could be avoided.
Archibald also presented three bids for air conditioning City Hall: Chisago Heating and Air Conditioning, $2,020; HeatCo, $2,775; and Ben Franklin (formerly Mueller), $5,681.
The Ben Franklin bid included electrician costs, but the other two did not. Before the council decides, it wanted electrician costs from the other two bidders.
In other business, the council appointed Timothy Johnson to the planning commission.
