Nearly overwhelmed by development

The chorus of shovels, backhoes and dump trucks hasnít started quite yet, but last Tuesdayís Stacy City Council meeting was overwhelmed with the precursor of development: mounds and mounds of paper work.

ìItís all happening at once,î council member Barbara Otterson said, referring to the five separate developments on the meetingís agenda that were pursuing various stages of approval. Of the four developers present, Hans Hagen homes drew the most attention from the community.

Community members expressed concerns that Hagenís development in the Stacy Ponds Industrial Park would create unwanted noise and light pollution to the area. The council has moved to create design restrictions for Hagenís business and for other businesses that would enter the area that would address these concerns.

The council is in the process of re-zoning the area to light industrial from industrial in order to make sure a situation does not arise between neighbors.

Continued from frontIf light industrial proves too restrictive for businesses looking to develop in the Stacy Ponds Industrial park, a custom type of zone will be defined by the council in order to meet the needs of the area. Hagen agreed to comply with the design restrictions which would include creating adequate noise barriers around the property. Hagen also agreed not to contest re-zoning. Other developments that went before the council included Foxtail Woods and Royal Meadows, both of which will be signing final plats in upcoming August meetings. Wastewater treatment was also addressed at the meeting with the news that the Minnesota Pollution Control Agency (MPCA) has granted the city preliminary approval of a new facility.

The facility is part of a plan to connect to the Chisago Lakes Joint Sewage Treatment Commission Facility, a project that will cost the city $5 million. The council discussed plans to staff a booth at Stacy Days which would provide information to the public about the wastewater facility.Council member John Daher moved to deny Lent Township their request for Stacy to pay the storm sewer utility bill stating that their request does not meet the condition of exemption under City ordinance number 2003-12-2. The motion carried.

Due to the volume of purchase agreements that the city discussed, an issue regarding Michael Morehouseís request for a reduction in charges for repair of a sewer pipe that was not adequately tested was tabled until the next meeting.
