RICHARD CARLBOM was elected mayor of St. Joseph, Minn. Richard graduated from North Branch High School in 2000; graduated from St. Johnís University in 2004. He was a community representatiave for St. Johnís for two years. He also served at the Minnesota Legislature. He was president of the Minnesota Association of Private College Students. He will serve a two year mayorial term.
