Stacy intends to join regional sewage plantBy Barbara Brown However, the council did not take an official vote at last weekís meeting because Council member Barb Otterson was absent due to illness and the council wanted to make sure everyone agreed with the plan. If the city decided to build a chemical treatment facility for the cityís existing treatment plant, it could cost about $3 million and cost individual users about $53 per month. Going with the regional plan is projected to cost the city about $4.12 million, but would cost users about $56 per month. A suggestion from Schwartz was to investigate whether the city has enough right of way along CR 19 to take the pipelines for the plant through Carlos Avery. Stacy residents could have a new road to access the Sherman Oaks development. The councilís engineer Chuck Schwartz of Bonestroo and Associates submitted a plan to extend Ferris Trail from Sherman Oaks Road, where it currently ends, to CR 19. The road would allow traffic flow between the old Stacy-Lent Area fire department building and a residence to the east on CR 19. The council did not take official action on the road, although the members present supported the plan and submission to the countyís highway department for examination. Clerk Sharon Payne and Attorney Peter Grundhoefer are looking in to whether the council must hold a public hearing before approving the road. Ottersonís absence also prevented the council from approving the cityís new fee schedule because the other members of the council wanted a united decision on that issue as well. The schedule is available in the cityís offices. The council also: ï Approved the mayorís appointments. First State Bank of Wyoming will be the official depository for both the city and the liquor store, ECM Post Review will be the official newspaper, Peter Grundhoefer is the city attorney, Hermann Insurance holds the cityís insurance; Ehlers and Associates are the cityís financial consultants, Bonestroo and Associates is the cityís engineer, Jack Kramer is the cityís building inspector, Kerry Olson is the civil defense director, Fairview Lakes Regional Medical Center is the health officer, acting mayor is John Walz, weed inspector is Tom Archibald, assistant weed inspector is Chantell Saul and the Chisago Lakes Joint Sewage Treatment Commission representative is John Daher; ï Approved a $2.67 monthly charge for storm water drainage per residential equivalent factor (REF) acre within the city based on how much land each property claims; ï Signed a two-year service contract with the Chisago County Sheriffís Office for 28 hours per week during 2004 for a cost of $52,547 and a 6 percent increase in 2005 will cost the city $55,692 if the council approves the same number of hours; and ï Approved the cityís planning commission appointments. Harry Dyson is the chairman and Jason Fountain, Timothy Johnson and Michael Carlson are members. There is one vacancy on the planning commission.
