Car chase ends in injuries, felonies

Chisago County Sheriff's Office deputies were forced to use techniques designed to force drivers off the road Monday morning, when a routine traffic stop turned into a high-speed chase through the heart of Chisago County.
Cody Elvin, 24, Chisholm, was pulled over on a routine traffic stop at 11:04 a.m., Monday, July 23, on County Road 30 near County Road 18. Elvin actually spoke to a deputy but during the traffic stop fled the scene eastbound on CR-18 at 11:06.
He first lost control of the vehicle near the intersection of CR-18 and CR-14, and was in the ditch momentarily, but managed to right the vehicle and continue his attempted escape.
Deputies used what Lt. Steve Pouti called "pursuit intervention techniques" as Elvin was traveling northbound on CR-14. The technique includes making gentle contact between the front fender of a squad car and the rear fender of the chase vehicle, followed by a nudge to the side to put the chase vehicle into a spin.
The vehicle did spin out of control, again left the roadway, rolled once, and came to a stop just south of 360th Street, near the border of North Branch and Lent Twsp.
A passenger in Elvin's vehicle, Chad Transue, 22, of St. Paul, was transported by helicopter to Regions Hospital due to injuries. According to Pouti, he was treated and released later that day.
Elvin received minor injuries in the crash and was also treated and released from Regions. He was booked into the Chisago County Jail Monday afternoon on charges of felony fleeing a police officer, gross misdemeanor obstruction of the legal process with force, felony criminal vehicular operation, and felony first degree possession of a controlled substance.
According to Pouti, evidence of drugs was found both in the car and on Elvin's person. Transue remains under investigation in the incident, and charges could come later.
