Woman allegedly raped at Wyoming apartment complex

A 34-year-old woman was allegedly raped by a Nebraska man at a Wyoming apartment complex April 14.

The man, Steven Rayfiel Scott, 22, is facing two charges related to the incident, which carry a maximum penalty of more than 15 years in jail and $31,000 in fines.

According to a criminal complaint:

Around 2 p.m. April 14, a woman contacted Wyoming police to report she had recently been assaulted by her boyfriend, “Steven.”

She told a dispatcher he had left the apartment after the assault wearing plaid shorts and a dark-colored hooded sweatshirt. He wasn’t wearing shoes.

After responding to the complex, an officer found a man matching the caller’s description, sans shoes, walking on the east side of highway 61, just north of 266th Street. Upon stopping the man, later identified as Scott, he asked the officer, “Are you going to read me my rights?”

Scott was arrested, and officers went back to the apartment complex to question the woman about the sexual assault.

She told them Scott had struck her in the face earlier that day and broke her glasses. The officers observed injuries consistent with her report.

She said she had met Scott about a month ago in Iowa, and they had started dating. She said they drove from Iowa together to visit her family member in Wyoming.

She said around 2 p.m. the day before, Scott began acting very strange, having long conversations with himself.

At one point, he reportedly said, “The creator works for (Scott) from a planet under Pluto.”

She said she told Scott to go to bed around 5 a.m., and she went to sleep shortly afterward.

She said she awoke later with Scott standing over her, and she was dizzy, so she got up to take some prescribed blood pressure medication. When she stood up, she fell.

She later awoke in the living room with Scott sexually assaulting her. She struggled against him, but was unable to stop the assault.

She told police she had been raped by him before.

After the interview with police, the woman was transported to the hospital, and during an examination, it was noted she had bruises near her left eye, both wrists, on top of her left hand, bruises on both her knees and hips and on the back of her right buttocks.

Chisago County Attorney Janet Reiter said Scott made his first appearance in relation to the rape charges April 16, and bail was set at $250,000 unconditional or $150,000 with conditions. If Scott does post the conditional bail amount, then he would be placed on formal pretrial supervision by Court Services; he is then ordered to have no use or possession of controlled substances, abide by a no contact order prohibiting contact with the victim, submit to a baseline urine analysis before release and he is prohibited from entering liquor establishments.
