Governing Board Meeting UNAPPROVED Minutes 7:00 PM Tuesday
May 13th, 2014
The Governing Board of the St. Croix River Education District met on May 13th, 2014. In attendance were Board members Dani Strenke, Chisago Lakes; Julie Domogalla, East Central; Mary Ellen Von Rueden, Hinckley/Finlayson; Randy Westby, North Branch; Wendy Leibel, Pine City; Brenda Nessel/Alternate, Rush City. Absent: Scott Tryon, Rush City. Others present: Kim Gibbons, Executive Director, SCRED.
The meeting was called to order at 7:02 pm by Mary Ellen Von Rueden.
Motion by R. Westby to approve the agenda as proposed and seconded by D. Strenke. Carried unanimously.
Approval of Consent Agenda: The consent agenda is used for those items on the agenda that usually do not require discussion or explanation as to the reason for board action. At the request of any Governing Board member, an item shall be removed from the consent agenda and placed on the regular agenda for discussion.
Motion by J. Domogalla to approve the consent agenda and seconded by D. Strenke. Carried unanimously.
a. Approval of Previous Meetings Minutes: Minutes of the April 1st, 2014 meeting are enclosed for your approval.
b. A list of out-of-district meetings is enclosed for your review.
c. The SCRED Executive Director recommends accepting the resignation of Kristen Hussong, Truancy Coordinator for Chisago County.
d. The SCRED Executive Director recommends accepting the resignation of Tiffany Richards, School Psychologist assigned to Sunrise River Elementary School in North Branch.
e. The SCRED Executive Director recommends that the SOC approve a reduction in days for Wendy Pickar from 44 days to 38 days for FY14.
f. The SCRED Executive Director recommends increasing the open ABE position from 936 hours to 1021 hours. The increased hours will be used for services at Meadowcreek in Pine City per their request.
g. The SCRED Executive Director recommends approving SCRED Administrative Procedure #16 with minor revisions.
h. The SCRED Executive Director recommends the SOC approve the reassignment of Amber Zank, School Psychologist at Chisago Lakes to Fairview Education Center Program Coordinator/School Psychologist at a salary of $51,059 for 206 days for the 2014-15 school year. This is a replacement position.
i. The SCRED Executive Director recommends the SOC approve the employment of Jennifer DuFresne, Secondary Low Incidence Collaborative Planner, at a salary of $64,050 for 215 days for the 2014-15 school year. This is a replacement position.
j. The SCRED Executive Director recommends the SOC approve the employment of Elizabeth Sowden, School Psychologist at Chisago Lakes Middle School, at a salary of $45,284 for 206 days for the 2014-15 school year. This is a replacement position.
k. The SCRED Executive Director recommends the SOC approve the employment of Angela Christenson, School Psychologist at Chisago Lakes High School, at a salary of $50,882 for 206 days for the 2014-15 school year. This is a replacement position.
l. The SCRED Executive Director recommends the SOC approve the employment of Amy Carlon, School Psychologist at HinckleyFinlayson, at a salary of $45,283 for 206 days for the 2014-15 school year. This is a replacement position.
m. The SCRED Executive Director recommends the SOC approve the reassignment of Tiffany Goodchild, School Psychologist at Chisago Lakes, to Social Behavior Collaborative Planner at SCRED with an adjustment of days to 215 for the 2014-15 school year. This is a replacement position.
n. The SCRED Executive Director recommends the SOC approve the reassignment of Holly Grams, Social Behavior Collaborative Planner, to Unique Learners Manager: Pine County at a salary of $75,000 for 220 days. An individual contract is included for your review. This is a replacement position.
o. The SCRED Executive Director recommends the SOC approve the employment of Amanda Brown, ABE instructor for Pine City and East Central, at a salary of $2,809 for 14 days from April 24th, 2014 through June 30th and a salary of $26,855 for 132 days from July 1, 2014 through June 30th, 2015. This is a replacement position.
p. The SCRED Executive Director recommends the SOC approve the employment of Molly Bishop, Social Behavior Collaborative Planner, at a salary of $45,017 for 215 days for the 2014-15 school year. This is a new position.
q. The SCRED Executive Director recommends the SOC approve the employment of Jennifer Eldred, School Psychologist at North Branch: Sunrise River Elementary, at a salary of $53,664.13 for 206 days for the 2014-15 school year. This is a replacement position.
r. The SCRED Executive Director recommends that the SOC approve the nonrenewal of Anne Meyer, School Social Worker: North Branch. East Central eliminated a school social worker position, and that person had seniority and bumped into Anne Meyers position.
s. The SCRED Executive Director recommends that the SOC approve the employment of Anne Meyer, EDMAP Chisago County Truancy, at a salary of $39,531 for 182 days for the 2014-15 school year. This is a replacement position.
t. The SCRED Executive Director recommends the SOC approve the employment of Katie Goulet, School Psychologist at East Central, at a salary of $45,305 for 206 days for the 2014-15 school year. This is a new position.
u. The SCRED Executive Director recommends the SOC approve the employment of Maddie Sutton, School Psychologist at Chisago Lakes, at a salary of $45,283 for 206 days for the 2014-15 school year. This is a replacement position.
v. The SCRED Executive Director recommends reallocating 40 days and adding 8 days for Robert Benner to conduct early childhood screening activities beginning July 1, 2014. The days allocated for screening will be funded using IEIC revenue and at no local cost to the district.
w. The SCRED Executive Director recommends that the SOC approve the following service descriptions that have been updated to reflect current duties: Secondary Language Arts Collaborative Planner, DAPE, Assistive Technology, Low Incidence Secondary Collaborative Planner, Perkins Grant, Physical Therapy, Transition in High School, Early Childhood Screening, Early Childhood Collaborative Planner, IEIC Coordination, Other Health Disability Consultant, Physical Disability Consultant, ABE Instruction, ABE Coordination, and Vision Impaired.
x. The SCRED Executive Director recommends that the SOC approve Administrative Procedure #4 (MARSS) with minor changes. The draft has been reviewed with the SCRED business managers.
y. The SCRED Executive Director recommends that the SOC approve the new Administrative Procedure #23 (Local Assessments and DecisionMaking).
z. The 2013-14 SCRED Tenure list is included for your review.
aa. A list of district staff participating in SCRED staff development activities is included for your review.
bb. The SCRED Executive Director recommends approving the amended FY14 and projected FY 15 budgets (annual requirement for publishing in the newspaper).

Reports: Bills to date for March and April 2014 were reviewed. No action needed.
Action Items
Amended FY15 Budget: Gibbons reviewed the amended FY15 budget items which included the addition of a Unique Learners Manager and a social behavior collaborative planner. In addition, the fund balance reduction was decreased to $71,596. Motion by W. Leibel to accept the amended FY15 budget items and seconded by D. Strenke. Carried unanimously.
SCRED Administrative Contracts: The contracts were presented and reviewed. Motion by D. Strenke to approve the Administrative contracts and seconded by W. Leibel. Carried unanimously.
Directors Report:
SCRED Teacher Evaluation: New Teacher Evaluation legislation bases 35% on student performance and 15% on student engagement. Gibbons provided a first reading of SCREDs plan for action. Rush City School District will act in June with SCRED board action in September.
Schoology: Information on Schoology, a learning management system was presented. It utilizes social media and google drive. SCRED will use for professional development with SCRED Member District Teachers. The cost is $5,000 per year.
Grade 1 FAST: Measures to be used for Kindergarten and 1st Grade that are similar to NWEA MAP test. Adopt for all 1st Grade in reading and math with options for Kindergarten teachers.
SPED Paperwork: Paperwork parties are being held for special education teachers to give them an opportunity to catch up on paperwork.
Mental Health Grant: With the closing of Riverwood Mental Health Center, the grant went to Lighthouse and was then subcontracted to TSA (Therapeutic Services Agency). Rush City and Pine City are no longer part of the grant. Gibbons will serve as a liaison.
There being no further business, motion by R. Westby to adjourn and seconded by W. Leibel. Carried unanimously. Meeting adjourned at 7:55 p.m.
