It was another late night in the county board room Wednesday, Dec. 15, as Chisago County commissioners dealt with many issues, including the formation of a citizen’s Power Plant Task Force.

It was the make-up of the group that occupied much time, but finally the commissioners settled on a nine-member task force, with one member from each of the five county districts and four at-large members.

Nominated by the specific district commissioner, the following were approved: Dist. 1 - Bradley Aker; Dist. 2 - Rob Kravitz; Dist. 3 - Jon Wilking; Dist. 4 - Sheldon Anderson and Dist. 5 - David Cartwright.

The at-large positions include Wayne Buisman from Dist. 5; Keith Limerick from Dist. 1; Brad Bjorklund from Dist. 2; and Dave Whitney from Dist. 3.

Citizens had to submit an application to be considered for the task force.

There were 11 applicants from Dist. 1, eight from Dist. 2, six from Dist.  3, five from Dist. 4 and three from Dist. 5.

The group has been tasked with reviewing issues pertaining to the power plant proposed to be built in Lent Township.

They have been given to the end of January to come up with a recommendation to the county board as to whether the county board should proceed with approval of a personal property tax exemption.

The task force members

Bradley Aker lives in Lent Township next to the Xcel substation property and will be within a half mile of the power plant. He works in construction as a union pipefitter. He said he is both for the power plant and against it at the same time. His reason for applying: "To take part in this community by being involved in these discussions..."

Keith Limerick lives in Franconia Township and has worked in construction as a carpenter and job site superintendent for 30 years. He said in his application that he is not committed one way or the other on the project. “I like to listen to both sides and try to get the best deal for the county.” He said he believes there are still things on the table.

Brad Bjorklund lives in Amador Township, and is a retired real estate appraiser who specialized for about 30 years in land use and litigation matters. He said in his application that he believes he can be fair and impartial because of his experience.  He said he wants to “do what I can to see that established rules and procedures are followed, and that county commissioners get the best advice possible for their decision making.”

Rob Kravitz lives in Sunrise Township and has worked 25 years as an environmental consultant to industry and government addressing hazardous materials, hazardous waste site remediation, water quality and air quality. He has also been a small business owner. In his application he notes that he has been following this issue for more than six months and believes he has the “knowledge, skills and abilities to contribute in a meaningful way to the citizen task force.”

Dave Whitney lives in Chisago Lake Township, is a past township supervisor, currently on the Chisago County planning commission and has 20 years management experience at a publishing company. His reason for wanting to be on the task force is to help both pro and con power plant “get together to create a workable solution.”

John Wilking lives in Chisago Lake Township and has 40 years experience working on industrial sites, including power houses, as a pipefitter. He is a past pipe fitter instructor.
His reason for wanting this appointment is “to improve the county of Chisago for all its citizens to the best of my ability and see common ground on all the concerns brought before us.”

Wayne Buisman lives in Harris. He served on the Harris council for eight years and also on the Harris planning commission. He also served on Chisago task forces related to development planning.
He has worked for the federal government in permitting and environmental regulations. His reason for applying to the task force: “I would like to help to assure that the quality of life in the county continues to be one of the best in the state.”

Sheldon Anderson is the mayor of the city of Wyoming. He lives in Dist. 4. He said he wanted to be appointed “to be sure all sides of the LS Power project are looked at. I want to address the immediate property owners’ concerns.”

David Cartwright lives in Nessel Township. He holds postgraduate degrees in engineering and physics and has 29 years experience with energy programs. “As a concerned citizen of Chisago County, somewhat experienced on issues related to electricity generation, interested in contributing to the benefit of the residents of this county.”

It is not known yet when this task force will meet, or time or place.

It is expected they will meet often in the next six weeks or so.

Why would the county commissioners even consider, let alone appoint, the MAYOR of the City of Wyoming to a CITIZEN task force? How does an acting mayor constitute an average citizen?
Why would the county commissioners even consider, let alone appoint, a current Chisago County planning commission member to a CITIZEN task force? Why didn't the county commissioners simply assign the LS Power project to the current county planning commission for consideration and recommendations?

Maybe they should have held everyone up to the light to see how GREEN they were before the appointment. The folks you refer to are still CITIZENS of Chisago County and have every right to participate regardless of any other position. They are just two people of the nine appointed. Relax and have some Holiday cheer. Merry Christmas!

Probably for the same reason they assigned Mr. Kravits to the task force. He's not only a member of the Citizens coalition but he put on a presentation against LS power at the public meeting on the 14th

Gosh Jack, if one is not GREEN, does that make one RED? How very Christmasy! Anyone with an IQ over 50, regardless of their personal hue, can see the County Board is 1) looking for someone else to take the "heat" off of them and 2) didn't want to let their duly appointed "planning advisory commission" do the job they were created to do. It won't matter WHO is on this Task Force or WHAT they recommend if the County Board doesn't accept their collective wisdom. It's just like the Lent Town Board letting their planning commission come up with 9 great conditions to add to the development agreement and then, letting their lawyer and LS Power refuse to accept any of them. I now understand that the dynamic leaders of Lent are asking the County to put those same 9 conditions into the County's agreement. Circle the Wagons partner, they got us surrounded!

Mav, you're right on the fact that none of them listen to what their advisory committees say. I heard at the lent meeting that most of the nine items were not valid due to the fact that some were not within their authority to do anything with and the others were just plain too far out. If they could, I'm sure they'd ask for free electric for everyone and bonuses every month for all the residents. People just have to get real here, if a power plant is coming why not do what you can and get what you can versus sending them through the public utilities commission and get something we can't control? I like the fact that our officials are squeezing everything they can out of them now.

Because: What part of Maverick's statement didn't get through to you? The Township folks didn't have the guts to stick to the 9 legitimate points their planning commission offered, but they have the audacity to ask the County to include them. It's obvious to anyone that can speak or read plain english that the Lent guys turned belly-up and are just passing the buck. I also went to every one of the 3 big public meetings this year and I NEVER HEARD OR SAW ONE OF THEM STAND UP AND GIVE ANYONE EVEN ONE FACT. Most of the folks in Lent totally understand how badly they were treated by their wise and thoughtful leaders. Only a very few don't get it yet, just Because they don't want to.

Anyone that has read all of the stories about the LS Power plant can easily see that this fight has been "fixed" from Day One. Gene Olson of Lent township has said in public that he's been cooking this deal since early 2008. Ben Montzka and George McMahon on the County Board, and Sheldon Anderson of Wyoming are also in on "the fix". Senator Olseen and Rep. Kalin sold out last session to the power company. Come on folks, this was a "done deal" from the start. Our elected officials don't respect, trust or fairly represent us. They only see new dollars that will cover their butts for over-taxing and over-spending. Anyone that votes for an incumbent in forthcoming elections is an idiot.

What everyone has read, I wish you’d speak for yourself! You apparently didn't read it right,. This all started in early 2009, nobody's on the fix, (regardless of what you've been told) and nobody respects or represents you? Why do you say that? Where you been for the last 35 years? Genes been running the township since then and things are pretty good compared to many other places. This isn't about anything you've just stated, it's about them taking this power plant and making it something good for us before the PUC made it the way the state allows.

9 legitimate points, You honestly say that if those 9 were in there you would support it?
Now if I have understood some of these correctly some are already covered. Some would end up with the township/county in a sticky situation.
Protocol of Powers I think is a relevant phrase.

I can't take reading these comments anymore. People like CCC don't make any sense to me. What the heck is Protocol of Powers? The Township turned belly-up and we all know it. The only name-calling I ever saw in these comments came from the Town board and their supporters calling all the power plant opponents liars or misinformed. How come we never saw a single Town supervisor get up at any meeting and recite even one fact? CCC-You are wrong! Consider yourself corrected.

I'm really hoping that the county board has more collective brains and honor than the supervisors in Lent had. Like a lot of other folks, I went to all of the so-called public meetings. Only the special meeting on Dec. 14 and the great suggestions from the planning commission showed that anyone in Lent had an open mind and a sense of honor.

I'm hoping if the county is that blind to the facts that they do shoot it down. Then in turn I hope LS power goes to the PUC the next day and puts the plant in anyways. Having say over how long on it runs fuel oil, the lighting, no waste water discharge, tax revenue gained and so on. What part of this deal don't you understand? I liked what somebody else said on another post, if you have questions talk to the supervisors, you'll learn something
