UNAPPROVED MINUTES OF THE ST CROIX RIVER EDUCATION DISTRICT GOVERNING BOARD MEETING 7:00 PM TUESDAY, MARCH 12TH, 2013 The Governing Board of the St. Croix River Education District met on March 12th, 2013. In attendance were Board members Brenda Carlson, Chisago Lakes Alternate; Julie Domogalla, East Central; Mary Ellen Von Rueden, Hinckley/Finlayson; Randy Westby, North Branch; Robert Shuey, Pine City; and Scott Tryon, Rush City. Carried unanimously. Director's Report •Facility Report: All is moved in and most things on the punch list have been completed. The library area is still in the process of being organized. The outstanding issue is the sidewalk. The firm, Hult & Hebeisen, P.A. was hired to perform an 'as-built' survey and the results were that the contractor built the building 2 inches too high and the city installed the sidewalks 2.5 inches too low. Letters were sent to both the city and the contractor asking them to resolve the issue. •PREPARE Training: SCRED will be offering three days of training regarding preparing for and responding to crisis situations. The training will be offered this summer for district crisis teams. • Extracurricular Activities for students with disabilities: Gibbons discussed recent guidance from US DOE stating that districts can not discriminate against students with disabilities when making decisions about participation in extracurricular activities. Gibbons reported that guidance is being shared with athletic directors, administrators, principals, and special education case managers. •Teacher Evaluation: MN Statute 122A.40 changes teacher evaluation in the 2014-15 school year-35% comprised of student achievement; the rest will be comprised of coordination of staff development activities and evaluation process, coaching and collaboration, and data on student engagement. SCRED is forming a workgroup to study how to deal with staff who are legally "teachers" but don't have traditional teaching roles. There being no further business, motion by M. NJROTC Presentation Major Andrew Huffman, retired Senior Aerospace Science Instructor at Johnson High School, St. Paul, MN, presented information on the Air Force JROTC. He gave an overview on background information, program components, program benefits, roles and responsibilities, keys to success, and starting a new unit. Four-Day Week Survey Don Lifto from Springsted Incorporated summarized both the phone survey of the community and online survey of parents. Both results showed a slight majority of people favoring a four-day week. The school board decided to delay deciding on whether to remain on the schedule or transition back to a five-day week until the open ended responses in the surveys could be reviewed. School district administration was instructed to provide budget recommendations for either a four-day week or five-day week scenario at the Special School Board Meeting on March 7th. Budget Boot Camp Phase II Superintendent Henton discussed the topics that were included in the Budget Boot Camp Phase II binder that were presented to the board members at the February 14th meeting. No funds will be spent beyond the DHS CAPTA allocation. A Place for You representative Gene Biever provided an overview of their program and the individuals that qualify to use its facilities. He defined the purpose, eligibility qualifications and where the facility's financial supportcomes from. The non-profit adult transition home is a privately supported facility and has been turning people away, due to its current capacity. HHS Director Nancy Dahlin provided an overview to Board about the HHS Department's engagement with food support coordination and outreach efforts to find individuals eligible for food support in Chisago County. The department has brought numerous other organizations together to better facilitate the outreach efforts because research found that many organizations were duplicating similar efforts. She also discussed the media "blitz" that may result from in an increased demand for medical assistance services or for information about the services for people not previously involved in the program. On motion by Walker, seconded by McMahon and carried unanimously the Board moved to adjourn the meeting of the Health and Human Services Committee of the Whole at 7:11 p.m. to meet again in regular session on Wednesday, April 3, 2013 at 6:30 p.m. The Chisago County Board of Commissioners reconvened after a 3 minute recess at 7:14 p.m. with the following Commissioners present: McMahon, Walker, Greene, Montzka and Robinson. Absent: None. Vice Chair Greene relinquished the gavel to the Board Chair Montzka, who presided over the meeting. The Chair opened the Citizen's Forum at 7:14 p.m. No citizens wished to offer comment and the Chair closed the Citizen's forum at 7:14 p.m. County Assessor, John Keefe and Sr. Deputy Assessor, Chase Peloquin made a demonstration to the Board about the aerial imagery product, Pictometry. They then answered questions from the Board regarding the uses, costs, and overall benefits of the product for the County. On motion by McMahon, seconded by Walker and carried unanimously the Board sent the Pictometry purchase to the Budget and Finance Committee for recommendation and discussion of funds and add to the March 19, 2013 Agenda for consideration. Heartland Express Director Craig Rempp updated the Board about the current activity with Heartland Express. He then explained and answered questions about the MNDOT Technology Grant, and what the grant would be used for on the buses. On motion by Robinson, seconded by McMahon and carried unanimously the board authorized County staff to accept the MNDOT Technology Grant for Heartland Transit dispatch software, as requested by the Joint Transit Board, and to authorize the County Auditor to undertake the necessary Budget Adjustment of $12,500.00 to the County's 2013 Capital Improvement Program (CIP) to reflect the expenditure. BE IT FURTHER RESOLVED, that Chisago County Sergeant Steve Pouti, is hereby authorized to execute such agreements and amendments, as are necessary to implement the project on behalf of Chisago County to receive $24,999 in the state fiscal year 2013 to conduct boat and water safety activities. Commissioner Greene seconded the resolution and upon a vote being taken thereon, the following voted: IN FAVOR THEREOF: McMahon, Walker, Greene, Montzka, Robinson OPPOSED: None Whereupon the resolution was declared duly passed and adopted. Several items of correspondence were reviewed with Board including; a notice from Insite Inc. regarding a SBA Communications tower in Polk County, Wisconsin, an article from AP/WCCO: Social Media Tests Bounds of Minnesota Meeting Law, and an article from LECET entitled "Right to Work." No action was taken. County Administrator Messelt also updated the Board on the following: Tiller Corporation's number of trucks and truckloads, and Rose Hill's sewage problem. He also thanked Senator Nienow for his work with HHS and the MN Choices program. Lastly, he discussed current legislation in St. Paul and County Program Aid. No action was taken. Several Commissioners offered reports of their respective committee assignments.
