Tiger Trail Bids Superintendent Koepp informed board members that two bids were received for the Tiger Trail paving project but that one bid was withdrawn by the contractor. Board members reviewed the only remaining bid from Knife River Corporation which included a Base Bid of $136,411.63, $73,066.77 for Alternate 1, and $7,079.12 for Alternate 2. Board members discussed several options available to the District. Whereupon Motion #08613 by Nessel seconded by Wood to reject the Knife River Bid, re-bid this project, and also get quotes to just repair bad spots this summer. Motion carried unanimously. Kindergarten 2013-14 Board members reviewed preliminary revenue and expenditure numbers for 2013-14 and estimated costs for implementing all day every day kindergarten. Principal Tenhoff discussed kindergarten enrollment for 2013-14 and the availability of space for all day kindergarten. Board members also discussed the impact of all day kindergarten on preschool enrollment, if the noon bus routes are discontinued. Whereupon Motion #08713 by Nessel seconded by Wood to provide all day every day kindergarten beginning with the 2013-14 school year and to hire the teachers and paraprofessionals needed for this program change. Motion carried unanimously. Note: Current kindergarten enrollment for 2013-14 supports 3 sections. A fourth section will be added if needed. Board members asked Superintendent Koepp to study the impact of all day kindergarten on preschool participation and to bring information to the June 20th board meeting. Ordinance No. 2013-04 Ordinance Title: AN ORDINANCE REGULATING PUBLIC NUISANCES WITHIN THE CITY OF RUSH CITY, MINNESOTA. Summary: This ordinance defines acts which cause a person to be guilty of a public nuisance; declares certain acts as constituting public nuisances affecting health; morals and decency; and peace and safety. The ordinance prohibits certain noises and the times certain noises can occur; sets a procedure for weed and grass elimination; specifies that city officials have enforcement authority over violations of this ordinance; enacts abatement procedures; creates process for the city to recover costs incurred; sets a penalty for violation of this ordinance; and provides a severability clause.
