This 'Fast Trac' grant is funded through DEED, with the money flowing through Central MN Jobs and Training Services as DEEDS representative. It will provide about $13,000 for SCRED ABE to develop and provide programming in conjunction with Pine Tech in their health care field occupations. The programming is directed at ABE students that do not have skills high enough to enter or stay in college. MAP Testing Schedule: Gibbons suggested that teachers be surveyed regarding MAP Testing schedule. The SOC asked if curriculum directors and principals could be included in the survey. The survey will provide advisory information with the final decision by the SOC. Legislative Forum Dates: the new Legislative session begins January 8th, 2013. Proposed dates arc December 19th or January 3rd. Suggested speakers include Commissioner Casselius, Brad Lundcll, Amy Klbbuchar and Al Franken. Gibbons will follow up on dates with local legislators. OPEB Policy Randi Johnson, Director of Finance and Human Resources, discussed the OPEB policy. After discussion, the committee decided to present it at the January Work Session with a recommendation to bring it to the February 14th meeting for a first reading. New Business: Approval of Resolution Canvassing Returns of Votes of School District General Election Member Ekstrom moved the adoption of the following resolution: RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT GENERAL ELECTION BE IT RESOLVED by the School Board of Independent School District No. 138, State of Minnesota, as follows: 1.It is hereby found, determined and declared that the general election of the voters of this school district held on November 6, 2012, in conjunction with the state general election, was in all respects duly and legally called and held. 2.As specified in the attached Abstract and Return of Votes Cast, a total of 18,308 voters of the district voted at said general election on the election of three (3) school board members for four (4) year term vacancies on the board caused by expiration of term on the first Monday in January next following the general election as follows: Robert Bernier 2004 Aaron Gibbons 2526 Linda Heidelberger 3971 Tim Macmillan 2525 Kevin Orf 2028 Kim Salo 4051 3.Kim Salo, Linda Heidelberger, and Aaron Gibbons having received the highest number of votes, are elected to four (4) year terms beginning on the first Monday in January, 2013. 4.The clerk is hereby directed to certify the results of the election to the county auditor of each county in which the school district is located in whole or in part. Consider Resolution Authorizing Issuance of Certificates of Election and Directing the School District Clerk to Perform Other Election Related Duties Member Jensen introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING ISSUANCE OF CERTIFICATES OF ELECTION AND DIRECTING THE SCHOOL DISTRICT CLERK TO PERFORM OTHER ELECTION RELATED DUTIES WHEREAS, the board has canvassed the general election for school board members held in conjunction with the state general election on November 6, 2012. NOW THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 138, State of Minnesota, as follows: 1.The chair and clerk are hereby authorized to execute certificates of election on behalf of the school board of Independent School District No. 138 to the following candidates: a. b. c. who have received a sufficiently large number of votes to be elected to fill vacancies on the board caused by expiration of term on the first Monday in January next following the election, based on the results of the canvass. 2.The certificate of election shall be in substantially the form attached hereto. 3.After the time for contesting the election has passed and the candidate has filed all campaign financial reports required by Minnesota Statutes, Chapter 211A, the clerk of the school board is hereby directed to deliver a certificate to each person entitled thereto personally or by certified mail. 4.The clerk is hereby directed to enclose with the certificate a form of acceptance of office and oath of office in substantially the form attached hereto. Chair Salo called the meeting to order. Approval of Tie Breaking Method Moved by White, seconded by Jensen and carried unanimously to approve the tie breaking method to select the school board member for the term January 2013 to December 31, 2016. To break the tie, each candidate was provided a new, sealed deck of playing cards. Candidates were asked to choose a card from their own shuffled deck, with the highest card determining the winner. Tim MacMillan drew a queen, while Aaron Gibbons drew a seven, making Tim MacMillan the elected candidate. Tim MacMillan will take his seat, along with candidate-elect Linda Heidelberger, in January. New Business: Approval of Resolution Canvassing Returns of Votes of School District General Election Member Westby moved the adoption of the following resolution: RESOLUTION CANVASSING RECOUNTED RETURNS OF VOTES OF NOVEMBER 6, 2012 GENERAL ELECTION, INDEPENDENT SCHOOL DISTRICT NO. 138 (NORTH BRANCH AREA PUBLIC SCHOOLS), STATE OF MINNESOTA BE IT RESOLVED by the School Board of Independent School District No. 138 (North Branch Area Public Schools), State of Minnesota, as follows: 1.On November 6, 2012, the voters of the district voted at the school district general election on the election of three (3) school board members for four (4) year term vacancies on the board caused by expiration of term on the first Monday in January next following the general election. The votes cast for the elected candidate with the fewest votes and the candidate with the most votes from among the candidates who were not elected were recounted on November 20, 2012.
